What Does This Statement Mean: “you Must Be Within 5% Of Your Ideal Body Weight”?

I am 5′3″ and weigh around 130. Am I within the 5% of my ideal weight?

    i just went on a website that said your ideal body weight is 126 so you are within 5% of your ideal body weight.
