Is Anyone Familiar With A Parameter For Identifying Ideal Body Weight For Individuals That Do Not Fit?

I have asked this question earlier in a different location and yielded no response. I will try one more time here,
Is anyone familiar with a parameter for identifying Ideal Body Weight for individuals that do not fit in the BMI or Hamwi Equation parameters?
I understand that BMI or Hamwi Equations are only an assessment tools; however, I am looking for IBW parameters that will better evaluate “Little People” or “Dwarfism” both of which do not fall within the parameters of current popular IBW assessment tools. If anyone could direct me to a reliable source of information with regards to this it would be greatly appreciated.

    She listed a few resources that you may find helpful including links to some weight tables (although the links seem to be dead) as well as this equation to calculate weight excess called the Rohrer index, which you can calculate here: http://psy-pc120.bsd.uchicago.edu/~jbadn…
    She indicates that the ideal range of the Rohrer index for males is approximately 18-28 and approximately 20-30 for females.
